Network Rail¢??s Railway Communications System Programme incorporates both fixed (FTN) and mobile (GSM-R) communications, and is a part of a ‚?multi-million investment to deliver a modern, more efficient railway. The aim is to implement GSM-R across the rail network ¢?? providing a national system of secure driver-to-signaller communications.
The successful person will be joining a dynamic Project Team responsible for the on site delivery of telecommunications projects win a Portfolio worth between ‚?15M - ‚?25M per annum. You will be responsible for the week to week project management of individual schemes forming up to a value of ‚?10M of the Portfolio. Delivery to time, cost, quality and safety is essential but you will need to manage more than just these narrow requirements. Success will be demonstrated by your ability to deliver these schemes to meet the needs of our Stakeholders. The Project Team has ¢??Cradle to Grave¢?? responsibility and you will manage stages including option selection, detailed design, implementation, testing & commissioning, handback and close out. At each stage your involvement will cover production of project plans, change control, HSQE management, contract management and Stakeholder liaison.
Key Accountabilities1. Deliver individual projects or parts of projects in a safe & environmentally responsible manner to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.
2. Provide a professional, first class, consistent and effective project management service including the use of performance indicators and project reporting systems in accordance with Railway Group and Network Rail¢??s company standards and guidelines.
3. Deliver part or all of small/medium projects in providing safety, environmental, design and construction, procurement, cost control, testing and commissioning of the managed portfolio.
4. Provide details for the possession plan and authority submission for allocated schemes.
5. Manage change and risks win the project life cycle for allocated schemes.
6. Assist or lead in the provision of a safe working environment in the execution of managed work.
7. Act as Planning Supervisor as directed.
8. Comply with the Investment Competence Framework.
Job Skills, Experience and Qualifications
Essential‚? Successful relevant experience including project management.
‚? Educated to HNC/HND or similar standard.
‚? Good interpersonal and communication skills.
‚? Some knowledge of safety regulations.
‚? Project safety management experience
‚? Project Contract Requirements Environment.
‚? Construction design management competence.
Desirable‚? Membership (or working towards membership) of the Association for Project Management or other professional body.
‚? A degree or equivalent.
‚? Knowledge of safety, quality and environmental procedures.
‚? Appreciation of commercial and financial procedures.
‚? Appreciation of contractual arrangements.
‚? Six Sigma Yellow Belt
‚? Act as HSQE exemplar.
